Disappointing chrono

It seems all .25acp factory ammo is underpowered (see chrono tests on other brands). This 50gr Fiocchi is typical, and disappointing for a usually-good European brand:

From a Baby Browning 2" bbl:
n= 20 rds, 744--707 fps, Avg= 724, sd= 10.
From a different Lot of ammo:
n= 15, 721--664 fps, Avg= 688, sd= 15.

SDs are good, but velocities are as poor as most of the American stuff, these numbers suggesting about half your shots will be UNDER 700 fps. Notice how ammo lots vary; so do individual guns.
