Bad alloy?

I loaded these very mildly in a 7.5 Swiss rifle. They clocked around 1600fps, which is roughly 1000fps lower than typical loadings for the caliber. Unfortunately, even at this low velocity, these bullets disentigrated after hitting a very thin piece of sheet metal. It punched a clean looking hole, but barely peppered the next piece roughly 2' behind it. (I was shooting at the empty housing of an old clothes dryer.) After I realized what was happening, I quit loading then at all. I guess they'd be fine for paper, assuming they have any accuracy.
